Sorry, no tutorial was submitted for the Jimmy Buffet Mii, but as bryan_05 mentioned, you can use the image to recreate it on your Wii.

I think that I would make some changes to this Mii though:

1. I would give the Mii a darker skin color because everyone knows Jimmy Buffet spends most of his time tanning in a tropical paradise!
2. I would change the color of his eyebrows to gray to match his hair.
3. I would use the narrower face.
4. I would add the wrinkles because this is the 2007 Jimmy Buffet Mii afterall.
